COVID-19 Department Updates

In order to limit contact as much as possible, applications that include plans submitted on 11x17 or smaller may be submitted electronically to cmullins@manchestermo.gov, by mail, or by the City’s drop box. Larger plans will need to be submitted by mail or in-person. Applications submitted electronically will receive approval electronically and applicant will be responsible for printing 4 copies to submit to St. Louis County.

Applications may be paid by credit card over the phone, mailed check, check submitted via the City’s drop box or in person by appointment only.

Commercial Occupancy inspections will be consistent with St. Louis County’s current policies and/or any changes implemented and scheduled thru St. Louis County after zoning approval has been granted by the City.

Planning, Zoning and Economic Development 

The Planning and Zoning (P&Z) Department is responsible for coordinating all planning and zoning enforcement activity for the City of Manchester. For more detailed information, check out our web pages on the zoning regulations, zoning process, permits and special projects. In addition, the P&Z Department promotes business development through business retention and attraction and seeks to revitalize "core" areas of the City. This activity is coordinated through staff support to the Board of Aldermen.

Municipal Zoning Approval

The P&Z Department is also responsible for issuing Municipal Zoning Approval on all construction activity in the City. The City of Manchester contracts with the St. Louis County Department of Public Works to provide building permit and inspection services. Review of construction plans, collection of fees, and issuance of building permits are handled by the County. However, before obtaining any permit, or beginning any construction project, a Municipal Zoning Approval form must be obtained, completed and with five sets of plans approved by the City of Manchester.
