Congratulations to Ruth Baker for her retirement from the position of City Clerk.
Ruth Baker has, over the past 20 years, exhibited exemplary performance as a City Clerk. She has shown great commitment to the City of Manchester, and has provided faithful and professional service to four Mayors, Elected Officials, City Attorneys, five City Administrators, other City Clerks and countless other department heads in the performance of their duties.
Ruth Baker’s office was always a welcoming space for friendship, humor and smiles. The bowl of M&Ms never went dry, and neither did the conversations that often quelled a visitor’s turmoil. Her good nature offered assurance that words said would be private and not shared. She was a friend to all who entered her office. The City of Manchester is grateful to Retiring City Clerk Ruth Baker for her consistent dedication and commitment to citizens of the area.

Congratulations to Manchester Police Officer of the Year, Jason Gibbs. PO Gibbs is an asset to the Police Department and the City of Manchester.
He holds several ancillary responsibilities within the police department. These responsibilities include; Firearms Instructor, Armorer, and Field Training Officer. Also, PO Gibbs recently joined the Manchester Veterans Commission.

Congratulations to Court Administrator, Colleen Massey, on her acceptance into the Missouri Court Management Institute!
The MCMI is a very rigorous program with a very thorough selection process, and this year’s applicant pool was comprised of some of the most qualified candidates to date. Colleen’s induction into this program speaks volumes about the quantity of her application, talent, and promise.
According to a member of the selection committee for the MCMI, "When I went into the meeting, I had a list of people I wanted to be a part of the program. [Colleen’s] name was not only on that list, it had stars drawn next to it."
