Congratulations to Mark Becker in reaching 40 years of service with the Public Works Department. Mark, through his hard work and dedication, is the department’s Maintenance Supervisor and helps oversee the day-to-day operations. When Mark is away from work, he loves being with his wife Linda, keeping in touch with their three kids, collecting militaria, and enjoying the outdoors.

A warm welcome to our new City Clerk, Justin Locke!
Raised in Bourbon, MO, Justin attended school at the University of Missouri – Columbia and received a degree in political science. Following graduation, Justin served on former Secretary of State Jason Kander’s campaign for U.S. Senate in 2016. After the election, Justin accepted a position with former U.S. Senator Claire McCaskill’s Senate office in Columbia, MO. Justin made a transition from federal government work to municipal government in 2019 when he was appointed as the City Clerk for Shrewsbury, MO. As 2020 began, Justin was hired as the City Clerk for the City of Manchester, MO. Justin is excited to get to work for the residents of Manchester and expressed that his door is always open if you need assistance.
When Justin isn’t at the office, you can find him and his wife, Kelsey, either playing with their two dogs or at a $5 movie night in theaters across the County.

Another warm welcome to our newest addition to the Manchester Police Department, Police Officer Lowell Moore!
PO Moore graduated from the Eastern Missouri Police Academy in 2006. PO Moore has 13 years in law enforcement. He joins us from the Calverton Park Department. In 2016 P.O. Moore received the (Traffic Officer of the Year Award) through the St. Louis County Traffic Counsel. In 2017 P.O. Moore received a lifesaving award, and in 2019 P.O. Moore received the (LETSAC Officer of the Year Award) through the Missouri Department of Public Safety Traffic Division.
He is married to his wife Lauren, and they have a 10 year old daughter named Layla

We have two more new additions to the Manchester team to our Public Works department - Jack Smith (left) and Isaac Buford (right)!
Jack Smith graduated from Eureka High School. Jack has a landscaping and grounds keeping background, which nicely fits with many Public Works tasks. Jack recently came from seasonal positional from the City of Kirkwood Public Works. In Jack’s free time, he likes to play indoor soccer and spend times with his friends and family.
Isaac Buford graduated from South County Tech High School where he studied Automotive Maintenance. Isaac came from a construction background, specifically in demolition. In his free time, he likes to work on houses and old cars. Another talent of his - he cuts hair!
