Candidate Filing for Elected Office

Candidate filing for the office of Mayor and for the office of Alderman in each of the City’s three wards will begin on Tuesday, December 17, 2019.  Filings will be accepted at City Hall, 14318 Manchester Road between 8:00 a.m. and 4:30 p.m. Monday through Friday, and until 5:00 p.m. on Tuesday, January 21, 2020. 

Under provisions of State Law (RSMo79.080), candidates for Mayor must be:

  • At least 25 years of age
  • A citizen of the United States
  • A resident of the City for at least one year preceding the election
  • Current on any applicable taxes or municipal user fees on the last day to file a declaration of candidacy for the office

Under provisions of State Law (RSMo79.070), candidates for Alderman must be:

  • At least 18 years of age
  • A citizen of the United States
  • A resident of the City for at least one year preceding the election
  • A resident of the Ward from which elected
  • Current on any applicable taxes or municipal user fees on the last day to file a declaration of candidacy for the office.

In addition, Manchester’s Ordinance No. 07-1752 prohibits any person being certified as a candidate for the elected positions of Mayor and Alderman if they have been convicted of, found guilty of, or plead guilty to a felony under the laws of the State of Missouri or the laws of the United States.

As required by the Manchester Code of Ordinances, every candidate for municipal office must, at the time he/she files a Declaration of Candidacy, either pay a filing fee of $25 or file a nominating petition signed by 25 Manchester residents who are eligible to vote.

In accordance with RSMo Section 115.351, a candidate may not file for one office and, without withdrawing, file for another office to be filled at the same election.

Candidate filing will close Tuesday, January 21, 2020 at 5:00 p.m.  The General Municipal Election will be held Tuesday, April 7, 2020.  For additional information, please call City Hall at 636-227-1385, extension 106.
