Starting Feb. 1st Residents will be Charged $6 Per Month for Trash

Beginning February 1, 2018, residents of Manchester will be billed $6.00 per month to help offset the costs of trash hauling to the City.  Residents will be billed quarterly (every three months) at $18.00 per quarter. Bills must be paid in a timely manner.

The Mayor, Board of Alderman, and City staff worked diligently on the City’s 2018 budget to make it balance.  The City for the last 20+ years has not raised taxes (in fact has reduced taxes), kept real estate/property taxes well below the approved limits, and provided free trash service which most recently cost the City more than $1.3 million dollars in 2017. In addition, revenues to the City, in recent years, have remained flat while expenses continue to rise.

After inputting revenues and expenses for the 2018 Budget, and making cuts and adjustments to expenditures, the 2018 Budget still had approximately a $420,000 deficit. By law, the City is required to have a balanced budget each year.  With no additional revenue sources to consider, reducing the City’s expenses for trash service (by sharing one-third the cost with residents) was the best option to achieve a balanced budget.Currently, the City subsidizes 100% of monthly trash service for residents.

Republic Services is in the process of inputting the Manchester resident addresses into their system. Once this task is completed, bills will be mailed to the residents.  While the bills are normally sent out in advance of upcoming service, the first bill you receive will be for February – April 2018 and arrive after service has started. Future bills will be for three months at a time in advance of service. All Republic Services trash/recycle/yard waste schedules will remain the same.

The City recognizes that some residents on limited or fixed incomes may face difficulty in paying the trash fee. For those residents, the City has an trash exemption hardship provision to help those earning at or below the federally-established poverty level.
