Police Offer Free Bicycle Helmets The Manchester Police Department is offering bicycle helmets for small children, free of charge. Please contact Sgt. Charlie Everingham to make arrangements to pick up yours. The child(ren) wearing the helmet should accompany the parent to city hall for proper fitting. Sgt.
