Manchester Highlands Groundbreaking
On August 6, 2007, Manchester officials and Pace Properties company representatives celebrated the groundbreaking of Manchester Highlands which will be located at the northeast corner of Manchester Road and State Route 141. This 500,000 square foot retail development will host a Costco Wholesale Club and Wal-Mart SuperCenter as its two chief anchor stores. The groundbreaking represents the culmination of approximately four years of hard work and determination to make a project of this caliber come to fruition. As you might expect, it marks the beginning of the construction process which will start with demolition and removal of the existing houses, relocation of utilities, land clearance and grading. The site will then be prepared for the new stores, which are expected to be open and operational by Fall, 2008, as well as the City's new police facility, which will be operational shortly thereafter.
Individuals available for the groundbreaking ceremonies included former Alderman Joe Mastroianni; former Alderman and Chair of the TIF Commission Mary Willson; Alderman Don Ryan; Mayor Asa Wilson; Alderman Janet Steinbrenner; Rick Randall, Vice President, Development and Land Sales, of Pace Properties, Inc.; Alderman Bob Tullock; Alderman Mike Clement; Doug Huff, Senior Vice President, Development, of Pace Properties, Inc.; Alderman Marilyn Ottenad; former Mayor Larry R. Miles, and Planning and Zoning Commission Chair Debbie Mizerany, as well as other important dignitaries. Also in attendance, but not pictured, was former Alderman and Planning and Zoning Commissioner Charles (Chuck) Steffens, as well as members of City staff. Unfortunately, Alderman John Diehl was unable to attend because of a business commitment. Manchester Highlands InformationThe Manchester Highlands proposal by Pace Properties of St. Louis for the redevelopment of the northeast quadrant of the intersection of Highway 141 and Manchester Road has been underway for almost 2 years now. The City and developer have faced many challenges along the way which is inherent with such large-scale, complex redevelopment projects. Consequently the site plan has changed somewhat during the last 2 years. The latest version was recently provided to the City. On it, there is proposed over 500,000 square feet of retail space."Manchester Highlands" would be situated on property stretching from Manchester Road and Highway 141 to Hill Avenue and then back to where Brittany Parkway intersects with Highway 141. Many improvements are required by MODOT to upgrade Manchester Rd. On this page you will find additional information regarding the redevelopment of the area and any updates to the plan as they become available.The public will be further notified as meetings before the P&Z and TIF Commissions and the Board of Aldermen are held.
