The Chief of Police manages the overall activities of the department, including planning and development, budget oversight, policy development, public information duties, and departmental human resources management.
The department also has a Traffic Safety Unit, comprised of a sergeant and three police officers. These officers primarily enforce traffic laws and investigate motor vehicle accidents. The sergeant in this unit also supervises two School Resource Officers. These are officers that are specifically assigned to Parkway South Senior High School and Parkway Southwest Middle School. The Traffic Safety sergeant reports directly to the Chief of Police. The detective bureau consists of three detectives and a sergeant. These are officers that work mainly in plain clothes, and conduct follow-up investigations to initial reports that are taken by uniformed officers. The police department also has an officer assigned to the St. Louis County Multi-Jurisdictional Drug Task Force. This officer is detached from the department for this assignment. The department also has two full-time administrative assistants. The Chief of Police, Detective Bureau, Traffic Safety Unit, School Resource Officers, and Administrative Assistants, operate out of Manchester City Hall, 14318 Manchester Road.
The Patrol Operations, including the two lieutenants, operate out of a remote facility at 14551 Manchester Rd.
