Manchester Road Pedestrian Improvements - Baxter Rd to Hwy 141 - STP 5504(604)
Summary
The City has been awarded funding to fully upgrade the pedestrian walking facilities along Manchester Road from Missouri Highway Hwy 141 to Baxter Rd on the north side of the road, and Hwy 141 to Sulphur Springs Rd on the south side. This funding is being provided through the Federal Highway Administration (FHWA) Surface Transportation Block Grant Program and the Missouri Department of Transportation (MoDOT) Governor’s Transportation Cost Share Program. Of the total project funding, FHWA will be providing 37%, MoDOT will be providing 50%, and the City of Manchester will be providing 13%.
Project Scope
This project will correct existing sidewalk deficiencies and address non-existent sidewalk areas along Manchester Road by constructing new 5 to 6-foot ADA compliant sidewalks. Additionally, a prefabricated steel truss pedestrian bridge will be constructed to span over Grand Glaize Creek to connect to the Baxter Road pedestrian facility. ADA compliant curb ramps and upgraded entrance approaches will be added to both sides of Manchester Road, as required, within the project limits. Five Metro Bus stops within the project area will receive upgraded ADA concrete landing pads and, where suitable, other improvements.
In addition, high visibility continental crosswalks will be installed at all intersections and high-volume entrances within the corridor. This project supports the region’s future growth and prosperity by fostering a vibrant downtown and central core, supports public transportation, provides more transportation choices, and supports quality job development. A high-quality walking system will allow people to travel without contributing to congestion and air pollution, live healthier, gain access to mass transit, access local businesses and employment, and overall improve the quality of life.

Current Schedule
Right-of-way acquisitions are taking place along the corridor in 2023, and construction will take place in 2024.
