City Departments

Administration
The City Administrator is responsible for the day to day operations of the City and oversees all the various City departments. The City Clerk is responsible for the retention of all City records which includes; Ordinances, Resolutions, contracts and other public information as required by law.

Finance
The Finance Department is responsible for all financial, accounting and benefit functions. Principal operations included budget preparation and monitoring, maintenance of revenue and expenditure accounts, cash management, payroll, fixed assets and the preparation of all financial reports.

Municipal Court
The staff of the Manchester Municipal Court is comprised of an appointed Judge, an appointed Prosecuting Attorney, the Court Administrator, and a Secretary who serves as the Court Clerk. The court maintains all files and papers necessary to schedule and conduct trials, pleas, pre-trial hearings, and sentencing related to the prosecution of violations of city ordinances.

Parks, Recreation & Arts
The Parks and Recreation Department's purpose is to serve the leisure needs of the Manchester community. The department is responsible for the maintenance and operation of the city's five parks, which encompass approximately 54 acres. The Parks and Recreation Department operates the Manchester Aquatic Center as well. The department sponsors a number of community events on an annual basis, including Manchester Homecoming, Halloween Spooktacular, and Santa's Breakfast.

The Planning, Zoning and Economic Development (PZ&ED) Department is responsible for coordinating all planning and zoning enforcement activity for the City of Manchester.

Prosecutor's Office
The Prosecutor's Office is comprised of an appointed Prosecuting Attorney, and a Secretary who serves as the Prosecutor's Assistant. All Entries of Appearance are to be filed with the court and the Prosecutor's Office. All requests for a Recommendation and Discovery are to be sent directly to the Prosecuting Attorney's office.
