The City of Manchester contracts with St. Louis County for building permit review and inspections. Before starting any interior or exterior project, please review these St. Louis County guidelines. If a permit from St. Louis County is required, the first step is to apply to the City for Municipal Zoning review. Manchester will review the project for conformance with the zoning code for setbacks, greenspace, and other site improvements. After Municipal Zoning approval has been issued, a building permit can be submitted to St. Louis County. Contact City staff for more information.

Business License Renewals
Manchester business licenses are valid for one year, from May 1 to April 30 of each year. Renewal packets are typically mailed to licensed businesses the first week in March and are due on the 15th of April. Forms can be found here.
