The Public Works Department will remove a dead animal from the street only, not from residential property. Residents will have to call a private service or bag the animal and place in the trash for collection on their regular service day by Republic Services. The ONLY exception to the rule is a dead deer which Public Works will remove.

Annexation is an invitation. The City of Manchester is inviting the identified area of unincorporated St. Louis County adjacent to its borders to officially join the City of Manchester through the annexation. Annexation is a long process and involves the St. Louis County Boundary Commission, but ultimately the final decision is in the hands of the voters.
The annexation proposition would appear on the ballot for both voters in the proposed area of annexation and voters in the current City of Manchester. In order for annexation to happen, the proposition would need to pass with a simple majority in both areas.
There are many variables before an election date is confirmed, but it is our hope that the annexation question would appear in the April 2023 Municipal Election.
In short, it won’t. The Parkway School District is not impacted by the annexation vote.

Given the Department’s closer proximity to the annexation area, response times will be faster, within four minutes. Fire and ambulance service will not change and will continue to be provided by the West County EMS & Fire District.
The “Ballwin” designation in your address signifies the Ballwin Post Office, which distributes mail in the area, including in Manchester. If annexation is successful, moving forward you may use Ballwin or Manchester in your address since the Post Office recognizes both. Your zip code will not change.
One of the benefits of localized government are representatives that live in your immediate area. Currently, the City of Manchester has three wards, each with two aldermen. Should annexation move forward, we anticipate that an additional ward would be added, along with two representatives on the Board of Aldermen.
The ratio of elected officials to residents currently in St. Louis County is 1:143,000. By adding two additional positions to the Board of Aldermen to accommodate new annexation residents, the ratio in Manchester would be 1:4,000. City Hall is approximately 3 miles from the annexation area and it is free to park. Meetings are held at the Justice Center at the Highlands and there are no metal detectors. Manchester represents a local, accessible government closer to home than St. Louis County Government Center in Clayton.
In addition, new residents would be eligible to serve on a variety of appointed City boards and Commissions, including Planning & Zoning, Board of Adjustment, Tree Board, and Veterans Commission. The City of Manchester believes residents should be active in creating the hometown and quality of life they desire.

Board of Adjustment notices are mailed to all property owners within a 185 foot radius of the property where the variance request is located. This notice is just to inform you of the hearing. The city's Property Maintenance Code is designed to maintain property values in the community. Common violations include:
Yard waste must be in brown biodegradable paper bags or in 30-gallon trash cans labeled "Yard Waste." No plastic bags are allowed. Bundled limbs or branches will be picked up provided that the bundles are no larger than four feet in length and two feet in diameter.
The City has implemented a door hanger notification system that notifies the resident of any violations of the Property Maintenance Code or the City's Ordinances.
All solid waste, yard waste, bulky waste and recyclables may be placed at the curb adjacent to the premises not sooner than the night (after sunset) before the designated day for collection thereof, except where other or related programs as authorized or approved by the City may allow for a longer or varied placement time at the curb line. Such items shall be placed in appropriate containers, such as heavy-duty trash bags or solid waste containers with tight-fitting covers. All containers shall be removed from the curb no later than 8:00 P.M. on the day of the regularly scheduled trash collection services or within twelve (12) hours of the time such trash service has actually been provided, whichever is later. Except as provided for herein, all containers shall be stored at least twenty-five (25) feet behind the front yard building line unless fully screened from public view from the fronting road or street. The fronting road or street shall be determined by the mailing address of the property. The maximum number of solid waste containers placed at the curb for pickup at any one time shall conform to the City's current trash collection/hauling contract. (Section 240.080)
Recreational vehicles, boats, and utility trailers that are stored on the property must be parked behind the established front building line. In addition, all recreational vehicles, boats, and utility trailers must be parked on an improved surface of concrete or asphalt. (Section 355.230)
Any vehicle that is not registered having current plates/tags and immediately operable must be removed from the street or private property. (Section 215.020 & 215.040)
It shall be unlawful for any person, owner, corporation, or agent to occupy or permit the occupancy of any commercial, multi -family residential or single-family residential structure in the City without first obtaining an occupancy inspection and occupancy permit. The term "occupancy" shall include the movement of furniture, equipment or other property into said structure. (Section 505.040 Occupancy Permits)
It is illegal to sell or use fireworks within the city. Sparklers are not included in this prohibition.
Only non-profit charitable organizations may conduct door-to-door solicitations. The organization must obtain a permit from the city. In addition, each person involved in the solicitation must have in his / her possession an identification card signed by the City Administrator. Door-to-door solicitations may take place between the hours of 9 a.m. and 9 p.m.
No person shall deposit, or cause to be deposited, any snow and/or ice on or against a fire hydrant or on any sidewalk, street, or area of public transportation, except that snow and ice may be windrowed on public roads incident to the cleaning thereof.

A resident may hold a maximum of three garage / yard sales during a calendar year. A permit from the city is required. There is no charge for the first and second sale permits. A fee of $50 will be charged for the third permit. Garage / yard sales can only be held during daylight hours for no more than three consecutive days or two consecutive weekend days.

Minors under the age of 17 are required to observe an 11 p.m. curfew during the week and midnight on Friday and Saturday nights.
Any excessive noise or loud playing of musical instruments constitutes a public nuisance. In addition, noise caused by construction, repair, remodeling, or grading of real property is prohibited between the hours of 8 p.m. and 7 a.m. on weekdays and Saturdays, and any time on Sunday or federal holidays. Noise generated by normal maintenance associated with residential property, such as mowing of grass, can occur between the hours of 7 a.m. and 8 p.m., Monday through Saturday, and the hours of 9 a.m. and 8 p.m. on Sunday.

Manchester has 4 pavilions available at Schroeder Park and 1 pavilion at Margaret Stoecker Park. To reserve a pavilion, you may now book online at Facility Rentals (not available for businesses or non-profits) or you can come to the Park Office.

Non-Residents may only reserve a max. of 30 days in advance. To qualify as a non-profit, you MUST present a tax-exempt certificate.
The Manchester Park Building offers several options for your next meeting, birthday party, shower, or other event. We offer a spacious 50 ft. x 40 ft. room that looks out the large glass windows into beautiful Schroeder Park. This room can be rented as one large space or it can be divided into 2 smaller spaces. In addition, we offer a conference room for smaller meetings.

In order to receive the resident rates at the Aquatic Center, Manchester Residents will need to purchase a resident ID card (fob).
Fobs are $4/Renewals and replacements are $3. You will need to provide proof of residency (driver license and utility bill)
The Park office is open Monday - Friday 8:00 AM - 4:30 PM
The parks are open from Sunrise to Sunset
The courts at Schroeder park are open later and can be lit until 10:30 PM
Along with the new registration software comes new glitches. When you enter your address there are a few things that have to be exact to match residency.
1. You will need to enter the abbreviation for your street (Dr. , St., Ln., Blvd., etc.)
2. When you type in the zip code, it auto-populates a city. That is correct, do not change it to Manchester.
